1994 dodge van b250 tool need to remove stearing colum cover

replacing turn signal switch need to know what tool is used for removing cover. (not the philips head) the 2 smaller nuts

Already Tried:
no brake lights have decided it is the turn signal switch. have removed the phillips screw on the sterring cover but have 2 other small (very small) screws or nuts and not sure what tool to use to get the cover off
