Will starter fluid get my 1979 Dodge Van to start up again?

Will starter fluid get my 1979 Dodge Van to start up again? It recently broke down, and here's what I noticed: Carborator floods, battery winds down when ignition is turned, I've gotten the van to start by pumping the gas pedal several times, but now that's not working. What's wrong with my car and how do I fix it myself?

Pre-1981 Dodge Van V8

Already Tried:
Pumping gas pedal, unflooding carborator by letting it sit for a while, jumping the battery (I bought a new battery just a few days ago).
