my van wont start. could my ignition module be bad?

My van has been parked for about 1 year. I just changed the plugs, starter, and battery, it cranks, but wont start I have gas. I'm lost......

no spark at all....however, the module on the side of the distributor is rusted on has a white film inside of the plug.
