Sounds to me like you may have two problems. The loosing the heater on a hill depends on how long the hill is and how hard you are accelerating. There is a check valve in the system that prevents vacuum lose of vacuum from the vacuum tank and uses this vacuum on instances like this. When accelerating you loose vacuum from the engine. This is normal but there should be enough vacuum in the tank to keep the heater controls working unless you are on a long hill or accelerating heavily for an extended period of time.
The second problem of no control of heat. This is controlled electronically. The actuator turns the blend door. The main problem with these vehicles are the doors break and the actuator is turning but the door is not.
