sensor fuel van ford 1994

My 1994 ford van e350,351 runs rich black pipes. It gets way to much fuel, boggs down with exceleration.
I've replaced the cat, oxygen sensor, fuel pressure regulator and tuned it up. No change it won't pass emissions tests. I'd appreciate any advice. Thank you ED

Mechanics haven't been able to help me. One went as far as swaping out the computer, nothing changed. The part went back on the shelf.

They have had problems with the fuel pressure regulators hanging up on these engines, they used to have a recall on certain models. Verifying fuel pressure and fuel pressure regulator are key in verifying this concern. Fuel pressure should be approx 30 psi @ idle and 40 psi with the fuel pressure regulator vacuum hose disconnected.
