replace front air van chrysler 2000

I have a 2000 Chrysler Town & Country van. There is no cold air in the front or back of the van. I had it checked out this morning and was told that the system was clogged and that both expansion valuves need to be changed. Is it typcial that both valves fail at same time? I also needed to know if the R134 can be filtered and reused or is it better to replace?
