my van acts like it wants to start but it doesn''t the battery is good the lights comes on

1992 Chevrolet chevy van 20

Already Tried:
i have tried to start it it with booster cables and i have tried changing fuses

If you are sure the battery is good and fully charged and the cable connections are all good. You will need to check for voltage at the small purple wire on the starter solenoid while some one engages the starter. If you have good voltage at the purple wire and at the large battery terminal both, you will need to replace the starter. If you do not have voltage at the purple wire let me know so we can test the starting system and find where the problem is. I will need to know if it is a standard shift or an automatic. But be sure to check to see if you have any theft or security lights coming on, on the dash first. It may be an issue with the security system also. Thanks, Bob

its automatic no theft system start cranks over but won't catch. dash panel lifgts come on. When you put the key in the ignition and turn it to the first click, no dash panel lights come on. The lights I'm talking about are the ones including the seatbelt light, the transmission light, the air bag inflation light, etc. the digital clock on the radio does light up in this position. Then you can turn the key tightly to the start position and the starter cranks over and over, but it will not fire up. All the fuses have been checked and are working order. What next?
