1991 Subaru Legacy..problems getting it past DEQ ...

1991 Subaru Legacy..problems getting it past DEQ inspection. HCL output is too high. Would a mixture of ethanol and gasoline reduce HCL emissions? To what extent could I mix ethanol and gasoline without damaging engince?

Reply to Randy's Post: Yes, (Oregon..Portland Medtro) HCL readings are 600 at idle and 1900 RPM. pass level is 220! I think that I am screwed?? Timing is perfect and new plugbs installed.
