I have a 93 Subaru legacy that developed a vibration and somewhat of a grinding noise when turning at low speeds. I found the power steering fluid to be low, topped it up and all appeared to be fine until I parked the car. Upon turning off the car the power steering fluid leaked out from where the reservoir joins to the PS pump.

The seal at the revervoir has likely failed. It leaked down over time and then when you refilled it really let go. It may also have overheated the pump and melted that seal when it was low. You may be hard pressed to find seal parts for that old a pump but a remanufactured pump should be available.
