I have a '99 Saturn SL2 Saden. I ran to the store and

I have a '99 Saturn SL2 Saden. I ran to the store and was there for no more then 5 minutes. I came out to start the car and I have power to everything (windows, heat, radio) but it will not turn over. There is no click when you turn the key. We tried jumping and it was on the cables for like 20 minutes and nothing changed. What could it be?
