1997 Saturn SL2 Transmission Problem

1997 saturn sl2 Transmission downshifts hard from 3rd to 2nd gear. I have replaced alternator, fluid and filter with mobile 1 synthetic ATF, and checked all the fuses. Cannot make problem go away!!! I need good advise on what next to do. Thanks

There is a bulletin for shifting concerns on your car.If you place a deposit I will post it.I can not guarentee it will solve the problem because transmissions are very complicated due to design.
