My 99 Saturn when I turn the key the to start position the ...

My 99 Saturn when I turn the key the to start position the starter does nothing. When this happens the radio, dome light, lock remote, and electric locks and key buzzer do not work. The dash lights, running lights, heater all work. I have changed the key starter switch and the neutral safety switch. This problem is intermittingly. It has happened several times in the last 3 to 4 months each time it does finally start I have done different things such as slamming the hood just turning the key back and forth several times, remove fuses in the side fuse box, nothing that seems to be related to 1 problem. I believe that there is a bad connection some place but I do not know where can you help? Any suggestions.

Already Tried:
Replace ignition Switch, replace neutral safety Switch, Wiggle wires, checked all fuses, checked engine and left fender body grounds. If I jump the selinoid to starter it will turn over it seems that there is no power going to the selinoid

When I have this problem I have checked at the starter and there is power to the starter itself but does not have power to the solenoid.

No there is no power to the S terminal only the large terminal from the battery.

When I got home and went to work on the car everything worked and the car turned over and started.That is what it does sometimes it starts after a bit and then it might be a week or so I can not rely on it. I could not find the starter relay where is it located so I can check it when and if this happens again. Thank you for your help if and when I have the problem agin I will come back to this site.
