why would a diesel engine have low line fuel pressure when it has good pressure at the pump?

Already Tried:
drained the gas tank

Are you having trouble getting the fuel to the filter and pump from the tank? Is it hard or no starting? Changed the filter recently or checked to make sure it was tight?
