I have a 1997 cadilac dev my drivers window went down and would not come back up so my husband pulled the fuse, when he did that not only did the window still not go up but now our anti-theft engaged and will not allow me to start my car. Please help me

locking the doors with a key letting it sit for more than over night. Pulling the fuse reputting it back in,.Unhooking the battery rehooking it.
