1994 Silverado 1500 ext. cab. Knocking in area around a/c ...

1994 Silverado 1500 ext. cab. Knocking in area around a/c blower. Stops or starts with ignition on/off, and when "max" (recirculate) button is used on AC panel. Comes from a flap above passenger's feet. Can't figure out how to access the flap or whether it's necessarily a vacuum leak in that location or somewhere else. Ideas? Thanks.
