EGR Problem 1997 Corolla

1997 corolla has check engine light. Still runs ok. ODBII shows P0401. EGR problem. Don't want to put a lot of money into the repair by just changing parts. Is there any checks I can make to pin point the bad part. I understand the problem could be the EGR valve, solenoid valve, VSV valve or the EGR modulating valve. Also where is the vsv valve located. Could the problem be a sensor? I was told that if you can blow through the bottom port of the modulating valve it was defective, however Toyota tells me that it depends on if the other ports are blocked or open. I blowed through it and it does leak through. Any help you could give would be appreciated
