Brake Pedal Problem

I recently installed a Mustang II Front end a Power disc brake setup in my 1938 Chevy Sedan. All went well with the exception that the brake pedal is extremely hard to depress. The system has enough of vacuum, re-bleed the system, replaced the residual valves yet the problem continues. Can the booster be bad? Need your help Paul
