Our shop recently replaced the rack pump

Our shop recently replaced the rack pump and preasure hose. we were unable too stop[ it from foaming over no matter what the level was set at . So we replaced the r.ack and pump a second time. and after about two gallons of ps fluid finely stopped .now two weeks later its the same problem
