Contaminated engine cooling water

I have a large diesel engine that has contaminated cooling water.
The water was contaminated with oil and has affected the heat exchanger as well.
The cooling water now foams somewhat. I need to use an agent to flush the engine and it's heat exchanger without harming the aluminum heat exchanger, and also various seals in the engine.
The foaming can cause cavitation inside the pumps, which will lead to premature failure.
