My 99 CRV won't start. Lights go on but

My 99 CRV won't start. Lights go on but there is a continuous clicking noise while cranking the starter. Is it a bad or discharged batttery? (No maintenance battery)

The issue at the moment is lot battery voltage. What you need to do is have the batttery charged and tested to determine if the battery is bad, there is a bad connection or something else is killing the battery.
