My '89 jetta is not holding brake pressure. I have bled and purged the system, yet there is not enough grabbing. I can hear the master cylinder trying to work, and the brakes close a little bit. Is this the Vacuum/ Power brake booster or is there something typical that malfunctions to cause this. we have rebuilt any damaged wheel cylinders and are fairly confident that there is no air trapped in there.
