i have a broken off cylinder head bolt in the block it is a tourqeyeild bolt (very hard) with loctite on it any ideas on softing the bolt please help

1991 Pontiac sunbird 3.1 v6

Already Tried:
drilling broke 1st bit off in the bolt that has not helped the situation
