When a transmission on a dodge will not shift like this it is in "limp in mode" The trans will have codes stored in it that help to diagnose whether this is a major or minor problem. You will have to take it to a dealer to have the transmission codes pulled. They can also run a performance and pressure test if necessary. This problem could be simple as a speed sensor, However without the codes it is impossible to speculate as to the exact nature of the problem.
