I have a 1998 Volvo V70. When I brake while driving over 35 miles an hour the car rattles and vibrates very badly. It also feels like it's rocking back and forth. I've had the brakes checked and they're fine.

Already Tried:
Brought it to a shop and they replaced the rear brake pads and rotor. The brakes work but it rattles almost uncontrollably

It sounds like you have one main problem- warped front rotors. This will cause the front of the vehicle to shake under braking. They should either be turned or replaced. I would also check the front end for any loose steering parts.
