fuel returns to off tank, and overflows

1988 f150 302 dual fuel tanks. problem when on rear tank un used fuel returns to front tank and causes over flow. have replaced the following parts all new, both tanks, both sending units, fuel pressure regulator,[pressure was39psi, now 27 psi] new fuel vavle assembly, new front to rear tank switch, wiring seems to all test ok.??????? frupert2@hotmail.com
