What can cause this?

The blower motor fan relay is most likely stuck closed.Give it a good tap with you fingers.
THE RELAY IS UNDER HOOD, PASSENGER SIDE, UPPER FIREWALL, MOUNTED   
IN CORNER IN RELAY BLOCK.
