93 escort fuel problem.engine cranks, no start.,fuel cutoff light on dash is lit while cranking

Already Tried:
r&r fuel filter, verify that pump operates, but havnt pressure tested.also, i can hear fluid or air movement in tank, like some kind of strained bubbling sound when pump is on.
