My 93 honda civic at idle revs up and down. Is it the choke?

After the engine warms up while in park the idle revs or oscilates between 500 and 1500 up and down.

replaced vaccum lines

First, make sure it is full of coolant.

If it is, then you likely have a bad IAC(idle air control)
