Question

vibration at high speeds

Hi!
I have a Toy Sienna Van. The front end begins vibrating at high speeds(about 65) and gets violently worse if I go faster. I rotated my tires about 1 mo. prior to this happening. So far I have:
1. had tires balanced, which helped but was still vibrating at
   about 70 and not as violent.
2. had tires rerotated, but still vib at 70(still not as violent).
3. had tires rebalanced, but vib is the same.

The dealer said new tires would help but also found that brakes were staying engaged due to bad master cyl. I got 2nd opionion and indep shop said braked are not staying engaged and found nothing wrong with mast cyl, but also said I should get new tires. The tread is worn down close to indicator(4/32, 3/32 on another tire). I probably have about another 10k mi to get to 2/32. So with the tires being bal and rot, what else could be problem? Can getting new tires alone eliminate problem, or could the problem still occure even after new tires? Should these techs be looking at anything else? Who do I believe, seeing that I already have two diff diagnosis on the master cylinder?
