honda accord cyl overheats rpm fluctuates r s no heat

1995 HONDA ACCORD 4CYL. OVERHEATS, RPM FLUCTUATES 1000 R'S. NO HEAT AND PROB GOES AWAY WHEN ADD WATER TO RADIATOR. NO APPARENT LEAKS AND NO WATER IN CRANKCASE BUT NEED TO KEEP ADDING WATER. APPRECIATE DIAGNOSIS AND RECOMMENDED REPAIR.
