If it is a cable system, you can disconnect the cable from the ac/heater box and see if it works properly.More than likely the problem is in the climate control assembly itself. Sometimes the levers bend from a sticking cable. If the cable itself is sticking you can try to lubricate it with WD-4o and work the cable back and forth.
