noise from back end of tahoe

i have a sound on my cheverolet tahoe that sounds like a steam train engine. the noise keeps pace with the speed of the car. i have rotated the tires and replaced the brake pads on the rear tires only. the noise is still there and i am unable to isolate it. can you give a clue as to what else it could be or i could check.

Check to see if the sound changes with throttle position or swerving from left to right.
