My camry, 5 speed, 2.2 Liter, has 140,000 miles. Timing belt, spark plugs, and water pump replaced at 70,000 and 137,000 miles. Suddenly developed surging idle speed. As I increase throttle angle in neutral to 1800 rpm, suddenly drops to 1500. Increasing idle gradually, I observe idle jumping up and down +/- 200-300 rpm. Acceleration under load is normal. No pinging or missing. Distributor is original, plug wires original. Throttle position sensor tests OK, adjusting position sensor causes idle to become smoother and/or rougher but 1800 rpm/surging rpm problems remain. Suspect idle speed control. I understand this can be cleaned. Do you recommend on or off car? What cleaner? B-12 chemtool?

Does that IAC have small coolant lines going through it?

No, I don't see any coolant lines going to the Idle speed control. It has 4 vacuum lines directl attached to the top. The throttle linkage is on the front. On the back is the throttle position sensor with 4 wires attached to it. Under the speed control, there is another device (unknown name) with 3 wires connected to it. No water coolant lines.
