A/C Problem

I have a '94 Olds 88 with auto climate control. The air comes out the defrost vent even when I use the manual controls to direct it out the dash vents. I've got access to the A/C programmer behind the glove box and when the air won't come out the dash vents, I can slightly pull on the programmer vacuum lines and the air will switch to the dash vents. Is my programmer bad? Is it a bad solenoid on the programmer? Please help!
