1992 sunbird ele fan problem it will not kick on with out ...

1992 sunbird ele fan problem it will not kick on with out turning the ac on or if it does come on it will shut off about 190 and it will not cool it down. we have check out ohms on the switch we have change the relay, temp switch ,fan switch,and the computer.and we have power on the relay all the time.
