how do you change the power steering belt on a 1999 plymouth neon. To include the loosening of which pulley, and what has to be removed to get to the lowest pulley.

Already Tried:
I have loosened the top pulley, but having trouble getting the belt on the lower pulley system. Very hard to adjust the top pulley up and down

A/C Compressor and Power Steering Pump

See Figures 7, 8, 9, 10 and 11

  1. Loosen the power steering pump locking bolts A and B and pivot bolt C to remove and install or adjust the belt.

  2. If necessary, adjust the belt tension by using a 1/2 in. breaker bar to apply torque to the square hole D on the idler/power steering pivot bracket. Adjust the tension to the specifications given in the accompanying figure. On 1998-99 models, adjust the belt using a tension gauge only.

  1. When the belt is installed, or properly adjusted, tighten the locking bolt A to 20 ft. lbs. (27 Nm), bolt B to 20 ft. lbs. (27 Nm), then tighten pivot bolt C to 45 ft. lbs. (61 Nm) for 1995-96 vehicles or to 40 ft. lbs. (54 Nm) for 1997-99 vehicles.

Alternator Drive Belt

See Figure 12

  1. Loosen pivot bolt E then T-bolt locking nut F and adjusting bolt G to remove and install or adjust the belt.

  1. If belt tension adjustment is necessary, tighten adjusting screw G to the specifications shown in the accompanying figure.

  2. When the belt is installed, or adjusted properly, tighten pivot bolt E to 45 ft. lbs. (61 Nm) for 125-96 vehicles or to 40 ft. lbs. (54 Nm) for 1297-99 vehicles, Tighten locking nut F to 45 ft. lbs. (61 Nm) for 1995-96 vehicles or to 40 ft. lbs. (54 Nm) for 1997-99 vehicles.
