I have a 1990 Plymouth Acclaim with a 4 cylinder 1993 ...

I have a 1990 Plymouth Acclaim with a 4 cylinder 1993 chrysler engine. The car wont start. We have had some problems with it not starting befor when the car would be low on gas and after a fill up it would take a while to start up again. But now it has a decent amount of gas and It will turn on and crank but wont turn over. We have tried many things like replacing spark plugs, the distibuter cap and fuel filter. My belts and fuel pump work fine. Recenlty, I detected that on my "Relay and Flasher Module" i am missing a fuse called the "Ignition Time Delay Relay". Is that why it wont start? The fuse is not anywhere on the floor and I dont know how it could have just fallen out. We are at a loss of what to do.
Any suggestions?..

spark plug replacement , new ditributer cap, timing belt is fine, new fuel filter
