What is causing the fuse to blow-out of my plymouth neon?

I have a 2000 Plymouth Neon, and after I turn on my A/C, or turn on the defroster for the back window, the #7 fuse blows out.

This happens constantly, and I keep replacing the fuse, and it still blows-out.

Already Tried:
replacing the fuse.
