A cylinder misfire can be caused by a number of things. A very likey cause is just simple tune up parts. If your car has over 60K miles on it and it has original tune up parts on it, replace them anyway, there probably needed. But to check this pull out # 2 cylinder plug wire and look for carbon tracking on wire , it will look like small burns on the wire. Also check the plug gap and condition of it. Also make sure that the wire does not have any oil on it from the valve cover gasket leaking. Restricted injectors can also cause misfires, and may be needed to be replaced. As far as your speedo goes it could be anything from a bad speedo to a computor problem.

i've already done the tune up, new plugs and wires for my 99 plymouth neon. But when you remove the wire from the second plug it continues to "fire". I was told it should stop firing when removed. I have till the end of Sept. to fix this problem, for inspection. So what cause this problem and how can i fix it?

What do you mean by "continues to fire"? where is it firing to. Do you mean the spark in jumping to ground somewhere? Is if from the end of the wire?
