'95 Toyota pickup ignition switch issue.

1995 Toyota Hi-Lux 4x4 3.0L, auto trans. Key refuses to turn ignition. The flap(?) that activates the key sense switch appears to be at a strange angle, and somewhat resists the key being inserted easily. Once past the switch, (buzzer does sound), and fully inserted, it will not turn. Steering wheel is locked, but even before it was locked, the key would not turn. I have tried turning the wheel from lock to lock and all points in between, but it makes no difference. Battery is charged, and the tranny is in park. Transmission will not shift into neutral with brake pedal depressed. Brake light does go on when the pedal is pushed though. I can't remember if the ignition has to be on for it to shift into gear, I know it won't without the battery. I tried both my normal key and my spare. It's got me stumped. Could something be frozen underneath? We had a recent blizzard, or is tumbler failure likely? Any way to remove lock cylinder without major dash surgery?
