Could it be the battery, or a relay switch?

I have a 1996 Toyota Tacoma 2WD pickup and when sometimes when I turn the ignition, it makes a sound like the battery is low. But if I keep turning off the switch and back on again it will eventually start. Also when it is idling and I turn on the lights, then idle speed drops and then picks up again.

Can you help me?
