1989 GMC Sierra 2500 pickup truck. Both low beam headlights ...

1989 GMC Sierra 2500 pickup truck. Both low beam headlights stopped working at same time. Removed headlights and tested with ohm meeting - both good. Possibly a fuse? Fuse box under dash board does not have a fuse labeled "headlights." I've heard that there may be another fuse box somewhere under the hood, but can't find it. Any idea where it is?
