Hello Customer (name blocked for privacy),
If I understand this correctly when the no start problem exists the day time running lights do no come on. When they do come on then the car starts and runs normally. Therefore all we need to do is find out why the DRL do not work. We are either looking for a ground problem or a voltage drop accross a connection or at the fuse panel somewhere. A voltmeter will be required not just a test light. First a schematic that shows the DRL system ( i havent been able to convert it yet to proper format) shows ground #202 which is located below the LH instrument panel near the steering column. If it is loose it would cause the lamps not to work. There are many other circuits that also use this ground such as the theft system and a feed from the ignition switch. I would suggest to find this ground first and make sure it is clean and tight. The second thing I would look for is to try each electrical item to see how many things are affected when the problem exists. Try all the lamps, signals, wipers , radio, defroster, on and on. Make a list of everything odd or not working. The other thing I would do is to check voltage at the running lamp fuses to see if there is a drop to one of the circuits. I have seen terminal contact in a fuse block cause this. The terminal loses tension and drops the circuit. Hope this helps. If you need more help just ask. If you have more information let me know.
