i installed a brand new idle air control valve and my rpm

I Installed A Brand New,Idle Air Control Valve And My RPM Needle Is Still Bouncing Up & Down. And Acts Like It's Going To Shut Down,But Doesn't,After 3 Minutes It's Ok. Is This Normal ?
