i have a 1999 mercury sable the problem is when i drive through a water puttle the belt starts to screams and the powder steering goes out. obviously the belt is getting wet the belt was recently replaced. two shops have looked at problem and said all the guides and shields are in place.

Already Tried:
replaced serpentine belt. had 2 garages inspect guards and shields they both said every thing was ok

The Belt tension needs to be tested, with a tension guage. If not withion specification, the automatic belt tensioner will need to be replaced.
