noise in front wheels on 1998 mercury sable only when turning

we have bought a 1998 mercury sable with a new transmission and motor. the car has been sitting for a few months. It ran great yesterday now every time the front wheels are turned just a little bit it starts to whine like power stering problems. just when they are turned, we are going to put some more fluid in it and see what happens then. If it is the pump does it make any noise?? No sign of any leakage. please help email address is XXXXX@XXXXXX.XXX thanks
