i have a mercury sable v lately i have problem turning

i have a 2000 mercury sable 24v. lately i have problem turning the car on in cool weather.just changed the spark plugs , and found them to be black wih gas on them. iam picking up code p1237 fuel pump secondary circuit malfunction .    code p1132 and code1135 both of these are lack of HO2S21 switch--sensor indicates rich .            car smokes alot when turn on in mornings but once its on nomore problem till the followng morning

There is a round vacuum regulator on the fuel rail. Pull off the vacuum hose and see if there is any gas in the line.
