I have a 94 formula firebird that the fan will not

I have a 94 formula firebird that the fan will not kick into the highest gear to cool the engine. I replaced number parts including the water pump the temp sensor and all relays. I had a mechanic check the computer and he stated that he reset something and that it would kick on. When I try it it doesnt work for some reason. Only the lower speed kicks in about 230+ degrees or so. the fans work and can manually kick them in. What would you suggest the I try next
