1991 Mazda Protege will not start. There is fire, there is fuel. Checkable parts of ignition system working fine. There is fire at plugs. Spraying starting fluid into intake will do nothing. There was one diagnostic code that said something may be wrong with distributor to PCM circuit, but after charging battery it has gone away. Cannot roll start it either

Already Tried:
Checked each plug for fouling and good spark. They have good spark SPrayed starting fluid into the throttle body-did no good. CHecked the fuel pump and circuit-the car is delivering good fuel to at least the injectors. I dont have a noid light yet to check the injectors. checked the diagnostic codes. I had a 03 which was something about the distributor to PCM circuit. After charging the dying battery the code went away. Also when disconnecting the wiring harness from the distributor and plugging it back in I can hear the ISC valve energize which is in the schematic for the distributor circuit in the haynes manual. Last I have gone ahead and tried to roll start the car but that didnt work either. I have checked to make sure that the timing belt was correct. I put the #1 cylinder to top dead center (well it was actually the exhaust stroke, but it was 180 off so I basically left the wires where they were since it was in the right spot to begin with) If timing is off then it isnt off by much. The battery is now fully charged. Starter is fine. Everything I can check with an Ohmmeter in the ignition circuit is checking good. I do not hear any vacuum leaks, or see any bad hoses. However when I first got the car I tried starting it with the intake hose off and the car would start and then die due to assumably the small hose going into the valve cover.
