my shifter is stuck in park-1999 lincoln executive series

I can't shift my 1999 lincoln executive (32K miles) out of park. I've tried locking and unlocking the wheel but nothing helps. The last time I drove it (10 days ago) I smelled burning plastic whenever I was driving the car.

Please help, the car is stuck in the garage and I can't use it.
